Volo starts search for new administrator
VOLO – For about a year and a half, Volo has made do without a village administrator.
After Ken Buchardt retired in March 2012, the Village Board decided to see whether the village of about 3,000 people needed the position.
It reorganized the technical administrator position into an assistant village administrator and had the longtime village president pick up some of the work.
The conclusion: Volo needs a full-time administrator, Village President Burnell Russell said.
"We need someone to run the village," he said. "I need to back away as president. We need someone to really manage the village. We want someone to manage the village full time.
"As we grow, more laws are passed. It was fine when we started the village 20 years ago and there were only two of us. Now we need a person to manage it."
The village administrator would oversee the four employees working at Village Hall and the contracts the village has with other area governments and entities. Volo outsources its public works to Wauconda and Grant townships, its police service to the Lake County Sheriff's Office and its permitting process to Independent Inspections Ltd.
The village was incorporated in 1993.
The Village Board approved the hiring of Voorhees Associates to walk the village through updating its ordinances – to the surprise of everyone, the village had never formally created a village administrator position despite the fact it had one for many years – and conduct the search.
The board set a $16,000 cap for the process.
Russell expects the process to take about three months. The board still needs to work out some of the details, including how duties will be organized between the administrator and assistant administrator.
"It's so completely different that we have a lot of decisions to make, which is why we hired a firm to help us with it," Russell said.
